Crime has become far to prevalent and increasingly personal to all of us as it invades our community and our lives. Arthur “Art” Walner is a former director of operational planning for the
Washington, D.C., Police Department. He has used a scientific approach to crime prevention and terrorism and consults with police departments on a more comprehensive, data-oriented approach to crime control and prevention.
Walner’s work with the Washington, D.C. police force led to a 400 percent reduction in crime over a long period. “Whatever the
past merit, the old tools and techniques of decision making are becoming obsolete. Past practices are found to be increasingly
inadequate to cope with today’s complex problems such as terrorism.”
